Before the year 271, al-Hassan al-Alawi, the king of Tabaristan and Daylam, ordered the construction of the Hussayni sanctuary and a mosque around it, but he died before its completion. his brother Mohamad al-Alawi has completed it in the year 280 AH, and put a dome on the shrine, with two doors and two Iwans and built a wall around the shrine and houses for the visitors.
